Changes to the ME PMP Submission Format

The Maine Prescription Monitoring Program will begin accepting files in the ASAP 2007 standard on April 5, 2010. Maine will implement the ASAP Electronic Reporting Standard for Prescription Monitoring Programs, 2007, Version 004, Release 000, which can be purchased at http://www.asapnet.org/bookstore.html. Please contact your software vendor for assistance in the transition to the ASAP 2007 submission standard.

The ME PMP ASAP 2007 Companion Guide outlines Maine’s implementation of the ASAP Standard for Prescription Monitoring Programs, 2007, Version 004, Release 000. The Companion Guide can be found on the documentation page of the ME PMP web portal at http://mainepmp.org/documentation. Please discard any previous copy you may have; the current version of the document is Version 2. For questions regarding the ME PMP implementation of the ASAP 2007 standard, please contact the ME PMP Helpdesk at 866-749-7838 or mepdmphelpdesk@ghsinc.com.

From February 15, 2010 to March 26, 2010, the ME PMP will provide an ASAP 2007 pilot submission website. The pilot website allows data submitters to upload their test ASAP 2007 files to assist them in preparation of the upgrade to the new standard. The pilot submission website can be accessed at: https://mepdmp-pilot.ghsinc.com. SFTP uploads will not be accepted on the pilot submission website. All Data Submitters must log into the portal and utilize the file submission function to test their ASAP 2007 file. To access the pilot submission website, you must precede your current username with ‘test_’ (for example, ‘test_username’) and log in with the same password as you use on the current website. NOTE: You must continue to submit your ASAP 1999 files until March 31, 2010 on the current ASAP 1999 site. The files submitted through the ASAP 2007 pilot submission website will not be accepted into the current ASAP 1999 system or count towards submission compliance. The pilot submission site is offered as a courtesy to assist data providers in preparation for the April cutover. The test tool on the current ASAP 1999 site will not be available to test your ASAP 2007 file. You must utilize the pilot website to test your ASAP 2007 file format.

Changes to the ME PMP Submission Schedule

Proposed rule changes to the Maine PMP legislation will increase the frequency of submissions from a twice monthly submission schedule to a weekly submission schedule. The new schedule will require pharmacies to provide data within seven (7) days of the controlled substance being dispensed. The change to the ME PMP submission schedule will result in a more current Patient History Report being available to Prescribers/Dispensers. Please visit OSA’s web site at http://www.maine.gov/dhhs/osa/data/pmp/news.htm for more information about the data submission requirement change.

*Data submitters may already upload data in the current format on a weekly basis. If you choose to do so and you would like guidance on weekly submissions, please contact the ME PMP Helpdesk at 866-749-7838 or mepdmphelpdesk@ghsinc.com

If you would like to comment on the proposed rule change that would require the increase in frequency of data submission, please contact Daniel Eccher, Project Coordinator, at (207) 287-3363 or daniel.eccher@maine.gov.
